- Breakthrough was started in 1992 by Arloa Sutter in a small room serving sandwiches and coffee to homeless individuals at the First Evangelical Free church on the north side of Chicago. Today it is a dynamic urban outreach ministry in the East Garfield Park neighborhood of Chicago (west side) that consists of academic, athletic, and spiritual programming for youth, as well as housing and skill building programs for homeless adults.
