GM in the Southeast White House Council of Economic Advisers gave "Cash for Clunkers" a preliminary pat today, saying it created/saved 21,000 jobs. In a draft report to Congress, the Council of Economic Advisers predicted program would boost economic growth in the 3Q 2009 (ends Sept. 30), at an annual rate of 0.3 to 0.4 percentage points.
