Linking climate action very close to prosperity. Setting targets to 1990 levels and re-affirm position from motion that passed parliament on Tuesday that they want... strong targets coming out of Copenhagen. "Framework is about 20% [reduction] by 2020."

This is serious progress - both Obama and Hu Jintao will be there and the Chinese are commiting to a great target for a developing country.
