Tax credit and bailouts are good ONLY if companies use them properly. What DC should be freaking doing is making initial benefits and credits and see how they're treated, and if they turn all these benefits into bonuses for incompetent laziness, then help them fill out their chapter 11 faster but not help them otherwise. If they use them properly, then give them more credits and bailouts. if it's good enough for child protection, it's good enough for Corporate America.
