I see the attraction from an over-all budget setting/planning point; but, really, wouldn't it be better to have fewer political appointments and more professional trained people around. The political process for the budget is already in place and works as well as any other system, when there is money. And, when there isn't, there isn't. the current "problem" is over $ for people vs $ for "things".
