Hi Andy,
You can attend a school that offers an Intensive English Language program and then you can take the TOEFL test and transfer to MSU when you are accepted. MSU might accept you without submitting the TOEFL score if you complete the entire ESL program from certain schools but I will find out more about that from the admission office and let you know.
