Blair Horner, legislative director of the New York Public Research Interest Group, said Nigro is putting himself in a bad position in that the invitations don't exclude lawmakers who may some day be investigated by the commission.
"Members of these ethics commissions should have no involvement in campaign activity or fund-raisers," Horner said, adding that legislators should not use campaign funds for defense fund donations: "That should be completely prohibited. They should make it crystal clear that you cannot." Nigro should recuse himself from any commission case involving a legislator donating to reception, Horner said. "Nigro is creating a problem: He should not involve himself with legislators who show -- and would he have a grudge against those who don't? He should tell the public how he's dealing with it," he said.
