The answer is…yes…mostly.

NAEP testing is only conducted for 4th graders and 8th graders.

In 2007, 38% of California 8th graders performed Below Basic in reading compared to 27% of 8th graders nationally (in public schools.)... Read More

50% of California 8th graders who read at the Below Basis level were eligible for National School Lunch Program, which means that they were affected by the low economic status of their families.
