I requested a reciept for the materials that I gave him $ for. Can I request that all materials be brought onsite ? what are my rights if I dont feel he is up to par with the work?

You can request that all materials be brought onsite or ask if you can pay the supplier directly. But you really need to take a good look at your contract to see what rights it gives you and if the pro has breached any of the contract. ...
