Thoughts Happen "The Lutheran" magazine said that Robin Shipp, former member of the Georgia House of Representatives, told a group of Lutheran seminarians that new prisons are built based on third-grade math and reading scores. Wow. I would like to find out if that is true. How sad to think that we are already giving up on these kids.

Prisons are more likely built for the very same reason that sports stadiums or schools or hospitals are built - and that is to move large sums of money "around". The idea that prison construction is based on projected requirements is as reliable as the integrity of (say) a congressman.
