Thoughts Happen "The Lutheran" magazine said that Robin Shipp, former member of the Georgia House of Representatives, told a group of Lutheran seminarians that new prisons are built based on third-grade math and reading scores. Wow. I would like to find out if that is true. How sad to think that we are already giving up on these kids.
