@Jeff: The money comes from a number of places, but primarily eliminating the systemic waste which by itself can nearly cover the cost of the HCR bill. A robust PO has been scored to save $$$ repeatedly.

It's not a matter of "budgeting" when healthcare isn't even an option for the millions of Americans who have pre-existing conditions and are declined when they try to do the responsible thing, or when it costs $2k/month when you are approved (that is a real cost proposed to my family for 2 adults and 2 kids and we only made $40k/year at the time...is that really a choice?)
