I SO don't understand what they're saying. It's strange, that's for sure. Like . . . You can't ask people to get a Facebook account before entering a promotion, but you can tell them to go to a third-party application, where they will end up having to get a Facebook account to access the third-party application. Uh . . . circular, circular. round ... See Moreand round we go.

OK, 350,000,000 users and they're going to monitor this? The FB police have arrived! And to get every promotion "approved by FB" sounds a little bit controlling to me. And get a representative? This makes no sense. "Approving" promotion applications would be a 24/7 job, I think. Hmmm . . . I wonder what the hidden agenda is here.

This only means that you have to state IF you are being paid to review a book or product. There are places where authors can send their books, but it costs them $$$ to submit the book for review. So the reviewer is getting "paid."
I think it's meant to give readers a "heads up" because if a reviewer is being paid to review a book, do you think they're going to say something BAD about it? If you are NOT getting paid, you don't have to say anything. :-)

And Cariann, no, the publisher is sending you the book with no strings attached. They are hoping you will review it but you are under no obligation. And this is to protect readers from getting a "false" (not totally honest) from a reviewer who has been paid to say good things about an otherwise stinky book.

Hope that helps. So, for you authors out there: NEVER pay for a book reviewer. The book itself is payment enough. And if you send a book to a reviewer, you need to understand that it is no guarantee that they'll get around to reviewing it. And you need to be OK with that.
