Is anyone looking into the quality of the forthcoming agreements? At http://unfccc.wikidot.com/forum/t-197632/vi-par-2-3 I conjecture that the capacity building approach is flawed. And others have been pointing at regulatory gaps between Montreal and Kyoto Protocol. Are these being addressed?
