  • The DA Youth notes the finding by the ANC’s disciplinary appeal committee to uphold Julius Malema’s guilty sentence.

    We hope that this marks the end of a period of sensationalist, bully politics that gave attention to one individual at the expense of real and substantive issues facing the youth.

    The DA Youth will, as before, continue to constructively and proactively deal with the problems that young South Africans face.

        Look, I don't like Julias very much, I think what he was trying to do would have taken SA many steps backwards, and I think that he did not really care about poor people - his purpose was self enrichment and he was expoliting the circumstan...ce of the poor. Of course any one living in SA today with half a brain cell will understand why he was so appealing to the poor, as there currently is no political party who actually is representavite of the poor's needs. Not even the ANC or the DA.... We, irrespective of our background, as a society have ALL failed the poor of this country.... THAT being said though, anybody who has not been living in another galaxy for the past few years, can see that the disciplinary process and the appeals process, irrespective of what Julias was charged with was legitimate or illegitimate, morally or politically correct or incorrect, was nothing more than political manouverig by the Zuma camp in the ANC......Julias was supended NOT because he brought the party into disrepute and so on and so forth, but solely and only because he was becoming a serious threat to Zuma and his cronies.....         I witnessed people on their constant ploy to poison with hate speech and stoop to their abusive derogatory name calling and swearing.

        As their 'marketing campaign' was to single out / promoting mix race relationships, deeming other loving couples as not so progressive... i failed to see exactly what they were trying to promote. except have all the whip lash and haters rear their heads.

        As they have FAILED to be inclusive of all other loving couples, and addressed what they will tolerant and not tolerant and what they will take up their their senior heads and have urgently addressed I'm pulling out on behalf of my teens.

        I am sure they will always find other subjects to do their research on.

        What an utter waste of energies and times, highlighting the inefficiencies challenges and flaws here on this FB page -
        * the continued extreme violence of civilians murdered sweeping our country,
        * continued extreme AIDS crisis sweeping our country,

        Road Accident Fund hearing
        Members expressed concern that the Road Accident Fund had been insolvent for four years. The Fund explained that the root reason was that the current funding model did not allow them to see the relationship between revenue and expenditure. A new Revenue Requirement Model was being established that was used by regulators and would help the fund to see how much revenue was needed to cover expenditure.

        Members discussed difficulties experienced in the claims management processes, the lack of approved policies and procedures, employee training, weaknesses in the information system, not attending to claims on time and default judgements, prevention of fraud and the bonus policy.

        The Road Accident Fund explained that many of the problems that were encountered would be solved, as there were new systems and policies that would be implemented. They also explained that more funding was needed in order for the Fund to be able to clear their backlog in claims payments as well as their deficit.

        National Treasury stated that way to solve the liquidity issue was to get the Road Accident Fund Amendment Act promulgated. The RAF said the anticipated date for the implementation was 1 August 2008. The Act would cap the RAF’s expenses. However, it would not address the existing cash flow problem or the RAF’s debt. The RAF believed that there was a deficit in the RAF because they had received too little money in the past to pay claimants. The deficit would increase every year if the RAF did not receive more funding.

        The CEO’s bonus of 100% of salary at R120 million per year was also highlighted.

        Modise did not deserve the bonus or his 'astronomical' salary - a combined R6.617m in 2009/10.
        The DA has expressed 'shock' at the 'ridiculous' R2.3m annual bonus paid to Jacob Modise, CEO of the Road Accident Fund, on top of his R4.3m salary, while the organisation remained 'grossly inefficient'.

        A Cape Times report quotes the DA's transport spokesperson, Manny de Freitas, as saying the party would challenge Transport Minister S'bu Ndebele, who was responsible for the RAF, and argued Modise did not deserve the bonus or his 'astronomical' salary - a combined R6.617m in 2009/10.

        De Freitas said the RAF - R42.3bn in the red and with huge backlogs - had not improved its services. 'The salary is absolutely ridiculous and shocking and he (Modise) doesn't deserve it. He gets this much money, including a so-called 13th cheque, which I've never heard of ... but this organisation ... is in trouble and it's completely inefficient.'

        I WILL NEVER TRUST THE ANC EVER BASED ON THESE GROSS VIOLATIONS OF EXTREME THIEFT and why is this type of neglect and abuse of power not filtering down to the masses of voters !!!!! how will these funds ever be restored and fully recovered ?

        I as a concerned citizen and tax payer demand to know what type of creative accounting is this. Who authorized and signed off this person's R6.617million in 2009/10 performance bonuses, you can only be awarded performance bonuses if you are running a profitable business, when i last checked road accident fund is not registered as a pty ltd or ltd company. what the hell is going on

        Mr Smith commented that the RAF had been “pleading poverty” all morning, yet the entity had allocated R35 million for bonuses to be paid the following year. He also wondered why the CEO had received ...a 153% bonus.

        Mr Mahlangu stated that the R35 million bonus was a provision and that the actual bonus payment was R20 million. Despite the outcry for funding, there was work that was done. He thought the amount shown in the report for the bonus paid to the CEO in the report was a mistake.

        His contract stated that he could be paid up to 100% of his salary as a bonus.

        Last year's 33% hike by power utility Eskom increased the agency's energy bill by R100 million. Despite the R1 billion shortfall Prasa managed to pull through, he added.

        ANC MP and chairperson of the Parliamentary committee on transport, Ruth Bhengu, declined to comment on the financial positions of the two entities.

        She said her committee would have to wait until the RAF and Prasa appeared before them to explain how they landed in this situation.

        MPs would also need to interrogate the two annual reports before deciding on the next course of action, said Bhengu.

        The DA expressed concern at Prasa's R1,2 billion financial loss with the party's MP and deputy spokesperson on transport, Manny de Freitas, saying a solution was needed to off-set this huge loss.

        "A feasible solution that needs to be seriously examined is the diversification of Prasa's ownership through public-private partnerships. It is imperative that alternative solutions to Prasa's financial woes are sought in not only bringing (the agency's) financial status from the red, but also tackling Metrorail's R5,1 billion rolling stock backlog," he said.

        He said they would write to Transport Minister Sbu Ndebele proposing that Prasa be diversified into public-private partnership.
