Without having a full description, nonethless the methodology used in this study appears inappropriate and misleading. They use the average of unmotivated students taking NAEP as the criterion of state assessment scores. Nonetheless there are clear signs available if/when states do lower the bar. States can redo standard setting and lower ... See Moreproficiency standards. States can equate new forms of tests using item difficulties from unmotivated students and applying them to operational tests on motivated students.

Is the reason no one looks for these direct signs because reporters are too lazy, unmotivated, or just ignorant? Possibly a little of each. I would say "the truth is out there" but I think that line has been used before.

I once read on a moist towelette package from a barbecue restaurant that 43.7% of all statistics are made up. I'm not saying that is the case here, but I do think there is some truth in folks "massaging data" to get the story they want.
