Mark: I think the problem is not that we don't have enough reservoirs, it is that we need to unpave more of LA. It is ironic that we preciously engineer every drop of water that lands to the north of us to flow south for our drinking needs, but anything that lands physically in our city quickly falls on paved streets, into the storm drains, out ... もっと見るto the LA River and then to the ocean. Proposition O (which I wrote in 2004) was a start--$500 million to unpave streets (check out http://tinyurl.com/yew66ky and http://bit.ly/yPJhb) and to reinfiltrate our natural aquifers (the largest of which is under the entire San Fernando Valley). I am negotiating with the county for more funds for more of these projects but you are definitely on the right path! Eric
