About your comment: "There is but ONE clan. There can be many/several Clan Associations or branches. However, there will not be more than ONE clan per chief." ... we're essentially in agreement.
There is only one Clan Campbell, one Clan Gordon, one Clan MacKenzie, etc.....Chief or no Chief. Each clan m...ay have more than one organization that promotes it but even if those organizations aren't on speaking terms, they still are part of the same clan.
If a clan has a Chief, then he/she has the authority to "officially recognize" organizations or branches. When this happens, it means the unrecognized group is essentially operating as a "rogue state"; however, it doesn't mean the rejected group has to stop operation. It just means they are operating without the approval or blessing of their Chief.... which is a pretty dumb thing to do but Scots are stubborn if nothing else. If the clan doesn't have a chief, everyone's essentially on their own.

Hi Lauren - sorry for the delay responding to your post. I was out of town for a few days.
COSCA was founded in 1974 by Dr. Herbert MacNeil. In 1972, while researching his own Scottish heritage, he attended the Grandfather Mtn. Games. There he found many others who shared his interest in Scottish heritage and had a desi...re to share that heritage with others. As he visited various clan tents over the next couple of years, he discovered there wasn't a liaison between them. Meeting with Clan leaders in 1974, Dr. MacNeal found there was an interest in forming an umbrella organization. Eventually, one was established through the election of officers and the establishment of a mission to preserve and promote the customs, traditions and heritage of the Scottish people. The name of the new organization was The Council of Scottish Clan Associations (COSCA).

Beverly Amber, normally they're not the same. Clan Gordon may have an international umbrella organization with branches in the US, Canada, etc. but usually, each country operates at the chief's direction independently. There is a website link off the House of Gordon USA page to House of Gordon Canada. The web address is:http://www.houseofgordoncanada.net/ Hope this helps!
