In February 2009, The Assembly of Heads of State and government of the African Union declared the years 2009-2018 as the DECADE OF YOUTH DEVELOPMENT IN AFRICA. This was done within the context of the outcomes and prospects related to the Year of African Youth 2008 and to facilitate the implementation of the African Youth Charter after its ratification at the continental level.
During the decade, the AU Commission and members states will collectively implement the AU’s 10 year-costed, Plan Of Action on Youth development in Africa, which will focus on priority areas for youth development in member’s states, as outlined in the African Youth Charter.
The development of the Plan of Action for the Decade is one of the most important activities to achieve as it would involve other related domains and targets related to skills development and capacity building for sustainable livelihoods. It will lead to a long term and clear programme of action involving the main clusters related to the African Youth development agenda and non-formal education and lifelong learning.
One of the major outputs of this plan would be an annual Status of Youth in Africa Report with Statistical Country Profile on Youth in Africa. This report will present a review in the situation of young people as defined by the African Youth Charter. It is planned for launch at a crucial time, when much attention is being devoted to youth development. This will be a first of efforts in this area that is to be published at the level of the Commission on the profile of young people living in Africa and the Diaspora. It will be prepared by a core team to be selected based on developed criteria’s and will be led by the Youth Expert. For this reason, a Peer Review meeting of Youth experts will help develop these criteria and define the scope and methodology of the process.
