The name 'Pigou Club' comes from the economist Arthur Cecil Pigou, who proposed that government should tax markets with negative externalities, like smoking, alcohol, and pollution.

A negative externality is some factor not traded in any market that has a negative impact on some in society (higher death rates, environmental destruction, etc).
