UPDATE (7/20):

After marathon negotiations, New York Mayor Michael Bloomberg and state leaders reached a landmark agreement on congestion pricing. Yesterday, Governor Eliot Spitzer, Speaker Sheldon Silver and Majority Leader Joseph Bruno agreed to authorize implementation of a meaningful congestion reduction plan for New York City.

"To their credit, all the legislators who weighed in along the way deserve our thanks for staying at the negotiating table," said Andy Darrell, Living Cities director at Environmental Defense and a member of the Mayor's Sustainability Advisory Council. "The agreement reached greatly boosts New York's chances to be a top contender for $500 million in federal funds."
