This year at Sheffield Doc/Fest, a very special Question Time session is giving you the chance to influence government policy.
The final 10 recommendations have been chosen and this is what we'll be discussing in the session at Doc/Fest:
1. MINIMUM REGIONAL DOCS
Broadcasters’ Statutory Commitments should specify a minimum percentage, by hours, of independent documentary productions, that must be commissioned from outside the M25.
Most broadcasters only have a commitment to produce a percentage of general programming outside of the M25 but not necessarily a specific percentage of this will be documentary.
2. BBC DOC FUND
The BBC should make self-imposed spending cuts and invest the savings in an independent production fund that supports indie documentary production as well as innovative and cross platform indie productions. This fund could be managed internally in the BBC, externally or used to support existing independent funding organisations.
Saving could be achieved by:
a) Introducing salary caps
b) Contracting the commissioning of in-house programmes such as Panorama out to independent production companies
3. CHARITABLE TAX RELIEF
The Government should allow public service documentaries to receive tax relief on donations by allowing them to be ‘lent’ charitable status by umbrella organisations.
4. NGO + NON-PROFIT
Ofcom should allow NGOs and non-profit organisations to fund Public Information Programming, whether in part or in full.
5. UKFC/RSA’s TARGETS
The UK Film Council and all Regional Screen Agencies should have targets for documentary production. They should have specific funds ring-fenced for documentary and dedicated fund manager specialising in nonfiction with a dedicated budget to invest in documentary productions.
6. MERGER DEAL BENEFITS
All company mergers or acquisitions in the media industry should be required to provide a package of industry wide benefits as part of any deal . This package will have to satisfy specific requirements before legal approval will be granted. The package could include contribution of a small percentage of the sale/merger toward an independently managed production fund, or existing funds.
7. LEVIES FOR PROD. FUND
Levies should be introduced to finance an independent public service and documentary production fund.
The levies could be on:
a) Recording equipment or blank media. (DVD's etc)
b) Direct Media: Profitable organisations such as Satellite and Cable broadcasters.
c) New Media: Internet Service Providers and mobile phone operators
d) Regulatory Assets
8. PSB REPORTING PANEL
Ofcom should appoint a panel of independent broadcasting professionals to report annually on the PSB delivery of the BBC, Channel 4 and any broadcaster with a PSB remit.
9. TAX CREDITS
There should be a tax credit system for documentaries with non-theatrical intent but with international sales potential and/or cultural importance. International documentaries and Co-productions should be eligible.
10. BBC ARCHIVE
The BBC should offer reduced archive rates for documentary usage.

Hide & Seek presents: THE SANDPIT TOUR 2009
Thursday 5th November 2009, 6.30 - 10.30pm
The Sandpit is a curated programme of social games & playful experiences. It's a space where artists can develop, test, and refine play-based projects. We programme events where variety of different projects complement each other, making it easy for audiences and players to get involved.
The Sandpit is also a network of about 100 artists and makers who make work of this nature. We are hoping to develop that network over the course of the tour, by inviting artists local to each venue to come and play with us, and run with their own games where possible. STITCH & PITCH - KNITTING & NETWORKING
Get your craft project ready for 'Stitch and Pitch'
Fancy an opportunity to have a chat and gossip about documentary, and network with fellow delegates, whilst knitting a scarf, cross-stitching a documentary scene, and perhaps having a drink? At this year’s festival, we’re having a special networking session called 'Stitch and Pitch', for you to knit, crochet and cross-stitch, whilst you discuss the docs you’ve seen and the projects you’re pitching. A fun and creative event, but also a chance to meet and discuss ideas with other festival delegates.
So, start thinking about what craft project you might like to bring along! We will be providing wool and thread for beginners, along with expert tutoring courtesy of Sheffield locals Craft Candy, but if you do have a work-in-progress craft project or want to start one now to continue/finish at Doc/Fest, then start thinking about it and get started now! It doesn’t have to be documentary-related, but it’s even better if it is. Recreate your favourite documentary, filmmaker or funder in fabric – be creative!
PITCH CURRENT TV AT DFG NEWCOMERS DAY - - £5000 award available!
Current TV is offering producers the first chance to pitch for the channel’s new, half-hour investigative journalism slots at Sheffield Doc/Fest 2009.
Looking for talented new correspondents and producers to pitch us ideas for UK-based, investigative current affairs films at Current’s Sheffield Pitch 2009. 6 finalists will be selected to pitch to current staff and industry professionals at the DFG Newcomers Day at Sheffield Doc/Fest on Thursday 5th November 2009. The successful pitch will be awarded £5000 to make their film for Current TV to air in 2010.

PITCH A THEATRICAL DOC
Does your doc have theatrical ambitions? As part of one of this year’s conference sessons, a panel of feature doc producers, financiers and distributors will hear 3 pitches for documentaries with theatrical ambitions and consider, in the most practical terms, their theatrical potential.
Those pitching will be chosen from MeetMarket submissions, and the final line-up will be a mix of both those selected for MeetMarket and those not.
The panel will consider whether a project is a big screen experience, whether it will attract theatrical financing in the current market, and how marketable the project is for a distributor. The atmosphere will be one of support and advice.
Projects should have clear theatrical ambitions and will be chosen from MeetMarket submissions, so to be considered, please enter the MeetMarket www.sheffdocfest.com/view/meetmarket by Friday 4 September - midnight.

THE ENGINE ROOM PITCH 2-day Regional Pitch Workshops
Sheffield Doc/Fest, in partnership with Wide Eye Pictures, organises special 2-day regional pitch workshops across the UK, offering complete preparation for getting your factual project funded internationally, including at Doc/Fest’s Marketplace. In 2009, these workshops ran in more areas of the UK with Edinburgh, Inverness, London, Sheffield, Newcastle and Cardiff all part of this year's programme. In total we offered pitch and market training to over 150 people.
The pitch workshops will return in 2010 in more locations. The first 3 will be in Nottingham (February 2010), Newcastle (March 2010), and Birmingham (March 2010). If you're in these regions and are interested in attending, please contact us.

Documentary producers and filmmakers from the East Midlands region are invited by Sheffield Doc/Fest and EM Media to a free, special meet-and-greet session with Charlie Phillips, Marketplace Producer at Doc/Fest.

This Meet-and-Greet Session is an opportunity to chat informally with Charlie from Doc/Fest and find out more about the up-and-coming Doc/Fest Engine Room Pitch*. The session is a fantastic chance to meet Charlie, who’ll be looking to get to know factual filmmaking talent from the East Midlands prior to the workshop and it’s an ideal occasion for you to find out more about Doc/Fest, the bigger picture, and meet other regional factual film makers.
*The Engine Room Pitch is a two-day workshop at which documentary-makers can intensively work on developing their new ideas in development, production or post-production, in the presence of international pitch trainer Christina Burnett (Wide Eye Pictures) and national TV commissioning editors. The East Midlands Engine Room Pitch two-day workshop is scheduled for Monday 8 and Tuesday 9 February at a central Nottingham venue to be confirmed.
