A note on the tone of the letter or email -- please be sure to thank them for their support of PASCAL and to express sympathy/understanding about the difficult situation that they face with the budget shortfall this year. Then, share with them how losing PASCAL (its databases and rapid book delivery service) will affect you. Feel free to cut and paste relevant portions from your testimonies that are found on the PASCAL website.
