John Choi was appointed Saint Paul City Attorney in January 2006. Prior to his appointment, John was a partner at Kennedy & Graven.

As the Saint Paul City Attorney, John has been instrumental in developing restorative justice and diversion alternatives in criminal prosecution such as the Community Restorative Justice Partnership and Saint Paul’s Worthless Check Diversion Program for Merchants. On a National level, John created and co-chairs the National Multi-City Litigation Working Group on Foreclosures, which is comprised of more than twenty large cities. He was instrumental in the creation of Saint Paul’s improved Human Rights and Equal Economic Opportunity Department. Under Choi’s leadership, the City Attorney’s Office has developed an affirmative litigation approach to aggressively collect taxpayer money from a broker who misled the City in a commercial paper transaction involving sub-prime mortgages and Internet hotel booking companies that have not paid the full amount of taxes due to the City. In addition, the City Attorney’s Office has initiated civil prosecution to abate public nuisances such as criminal gang activity and problem properties.

In managing a public law agency with 70 employees, John has initiated a 360 degree management review process for himself and his management team, a data driven approach to evaluate outcomes and manage resources and has developed a strong working relationship with his employees through a servant leadership model. John also volunteers his time to Saint Paul Youth Services, VK Arrigoni Foundation and Sounds of Hope.
