Over decades there have been several other deaths of citizens at the hands of the police in Britain. In the Menezes case, the death was caused by direct and unprovoked physical assault by the police. The evidence in the Tomlinson case, in particular a video shot by a New York fund manager in London at the time of the G20 summit and passed to the "Guardian" newspaper, also points towards the death having been caused by direct and unprovoked physical assault. In a case such as the 96 Liverpool Football Club fans killed at the Hillsborough stadium disaster in 1989, the 96 victims died as a result of mistakes in decision-making by those responsible for policing the event - although it has taken twenty years for the South Yorkshire police force to state publicly that they were responsible and, as yet, no convictions or charges have been brought. We need an urgent TRUTH AND RECONCILIATION COMMISSION into every single one of these deaths. Out of that commission must come prosecutions of officers and commanding officers if found guilty in free and fair trials. Those trials must be based on the fundamental principles of innocence until guilt is proven beyond reasonable doubt and the full separation of powers between the judiciary, politicians and the police. The list of cases below is a mere fraction. In some of the cases listed below the people killed at the hands of the police were carrying weapons and acting aggressively with them, unlike the cases of Tomlinson and de Menezes, neither of whom provided any threat of any kind to anybody else. The difficulties of such situations need to be properly taken into account in the Truth and Reconciliation investigations. Equally, so does the wider question of what led those people to act in such a desperate fashion, and what long-term policy failures and failures in mental health services contributed to their actions. Each case is very different and must be judged on its own individual circumstances. Nonetheless, what links them all is the general failure of our system to deal with such cases in a fair, independent, open, transparent fashion, and a failure to bring those culpable to account and convict them where necessary. The result has been the decline and fall of public confidence and trust, which can only be reversed through the application of genuine justice as soon as possible. Beyond the investigations, we should also consider creating million face mosaics (on a collaborative and community basis) and installing them at public locations such as major railway and underground stations as a long-term testament and memory to those who have died. As well as those killed at the hands of the police, there is also the problem of all those people who are currently incarcerated who are innocent of any crime. Twenty years on, and despite the recommendations of the subsequent Taylor Report, there has still not been justice and those culpable for the fatal errors of that day (and for the dissemination of falsehoods about the conduct of fans) have not been held accountable. Justice in that case, as in all others that are still unresolved, is long overdue.
