Bell has decided to throttle the Internet connections of it's wholesalers unilaterally from the date of the 7th of April. This concerns all DSL customers, wether they suscribe directly to Bell, or wether they suscribe to another ISP.
If you use a DSL connection in Canada, this means a lot of changes for you
• Bell will peek inside you traffic to determinate if you use P2P software such as BitTorrent or EMule
• ALL your traffic shall be throttled to a max of 40kbps, until you quit the P2P program
• Even if you do not use P2P, your connection can be throttled when using over Internet applications, as any encrypted connection can be mistaken by Bell's system as P2P. This concerns services which are often used by companies and SOHOs, like SSH and VPN
Bell should not be allowed to decide which traffic is "good" and which traffic is "bad". This is an important issue, as it not only concerns the service you are buying from Bell, but the whole concept of free flow of information.
No company should be allowed to determinate by itself which content is legal, and which content is not
Bell is throttling both p2p and any secured content, such as ssl, vnp, etc.
