Gungahlin Community Council Bob McMullan is trying to divert attention from his own failure to deliver for Gungahlin.

He has called for the empty office space upstairs in The G shopping centre to be used to help the construction backlog.

Yes it should have been used by the ACT Government when they relocated their Land Development Agency. For the ...LDA to put a higher priority on convenience for their staff than convenience for their customers (most of whom for the next several years will be in Gungahlin) reflected badly on the ACT Government. And the lack of faith in their own product no doubt undermined attempts to lease space in their new Gungahlin business park now under construction.

But Bob McMullan also welched on his pre-election commitment to put location of Federal Government offices in Gungahlin as "his number one priority". On his watch, the Defence Department has taken up leases on two new buildings new the Airport's Brand Depot. And of all the departments, Defence is the one with the most logical link to Gungahlin, given the thousands of Defence staff and homes in our area. Hundreds of local jobs gone begging and nothing from Bob McMullan.

Gungahlin Community Council TaMS budget cuts...
The ACT Territory and Municipal Services is asking community groups how to cut its budget. But they’re focussing on little things that will erode already degraded services to the community – like frequency of mowing in parks and cleaning of loos. The ACT Government has an unjustified aversion to borr...owing for capital projects. What will really turn around the TaMS budget is for them to borrow funds to invest in projects that reduce ongoing expenditure. Things like more lakes for sportsfield irrigation, planting in parks to reduce mowing. TaMS needs to think big to save big.

Gungahlin Community Council Local employment...GCC continues to lobby for government offices to transfer to Gungahlin, to provide employment for residents and a boost for local businesses. So it was disappointing to see Defence sign up two more buildings at the Airport – particularly when Defence has such logical links to Gungahlin given we have ...the lion’s share of Defence housing. Bob McMullan was quick to blame the Howard Government, but these decisions happened on his watch, despite his pre-election promise to “dry up supply” of government tenants to the airport. At least we’ve got it on the radar with Finance Minister Lindsay Tanner. However he says they won’t relocate offices as an “economic development measure”. But Mr Tanner, it’s also about greenhouse (reducing traffic congestion), working near home and getting new staff from interstate (attracted by the previous two items).

Gungahlin Community Council A new high-frequency rapid bus service commenced in November between Gungahlin and Civic, Russell, Barton and the railway station at Kingston. It’s a trial only, running until 30/6/2010, and continued operation after then will depend very much on the patronage it gets. The wider Canberra roll-out of REDEX services will... also depend on how the Gungahlin trial goes. This service is in line with what we’ve been promoting via our submissions on public transport (except of course that buses have to still mix it up with traffic congestion). So GCC will be promoting the service to ensure it continues when the trial concludes. Interestingly reports received so far indicate that the Redex buses are also helping the normal services run a lot quicker due to less stops needed.

Gungahlin Community Council A bit of a Harrison focus this month, with the Land Development Agency presenting their early plans for the Well Station 4 estate development, and the architect for the Harrison Child Care Centre presenting their proposed building plans.
This is our Annual General Meeting, so if you've been thinking about lending a hand..., this will be an ideal time come along.

Gungahlin Community Council Flemington Road progress...
Since early 2008, Gungahlin Community Council has lobbied to ensure that Flemington Road does not become another ugly “townhouse tunnel” as was proposed in ACTPLA’s plans for the corridor. Smart use of higher densities along Flemington will also create demand for a reliable public transport s...olution like light rail. After numerous meetings with the LDA and even a bus trip looking at good and bad developments, our efforts are finally bearing some fruit, but with mixed results.
We’ve met with the developers of the first two blocks released between Nullarbor Avenue and Well Station Drive. One is quite close to what we have proposed: 3 and 4-storey apartment buildings over basement parking, a permeable site, variable and attractive streetscapes to all sides, on-site communal open space, and attention to passive solar design.
The second proposal presents an attractive façade to Flemington Road, but is otherwise disappointing. A traditional townhouse layout wastes space on laneways and excessive open-air surface parking, and zero communal open space, showing a lack of imagination or confidence in the market, and poor design.
We warned the LDA that if they included such a “low bar” option in the estate plans there would be a high risk of something being built that way, and our fears are now being realised. We can only hope that seeing the plans for the first development might encourage a rethink from this second developer.

Update on campaign to change the Flemington Road Concept Plan

Gungahlin Community Council The hazards of on-road cycle lanes...
Renowned Danish architect Jan Gehl was in Canberra this week and spoke (among other things) on the success of converting Copenhagen to a city of cycling commuters. He mused about our on-road cycle lanes: "In Denmark we put the parked cars inside the bike lanes to protect cyclists fr...om the traffic. In Australia you put the bike lanes on the inside so the cyclists protect the parked cars."

Canberra planners have an obsession with on-road cycle lanes. So we were surprised when Roads ACT recently told us the number of cyclists hit by cars is very low. However, research by ANU road trauma expert Drew Richardson now reveals that 98% of cycling injuries are not showing up in official statistics. This underlines our long-held belief that ACT needs to focus on safe cycling if it is to encourage mainstream users onto bikes and out of cars. Instead cyclists need more off-road paths and segregated lanes.

I think Meaghan because the majority of those connect suburbs nicely, or are good recreational paths through parks, but they often don't serve the needs of commuters well.

The ACT Government has gone the path promoted by Pedal Power of on-road cycle lanes, but these are really just ever so slightly wider shoulders (and usually just as bumpy!) so the Gov't loves them because they are dirt cheap.

But they get people hurt - and now we know that's a lot more often than we were being told.

Gungahlin Community Council At the LDA's previous public information session, GCC asked the LDA and
Roads ACT to conduct a complete study of the traffic and parking issues
of the surrounding precinct and the likely impacts that would result
from this proposal. This meeting will present the findings of the
Traffic and Parking Study commissioned by the... LDA.

The block of land in question is between the shops and the schools in Kellaway Avenue Nicholls.

The
meeting will be held on Wednesday 18 November between 6.30 and 8.00 pm,
at the library in the Gold Creek School on Kelleway Avenue.
