Once you have filled out your Facebook Page and are ready to show it to the public, you need to "publish" your Page to have it display on the site to all users.
While your Facebook Page is "unpublished," you will see a dialog at the top of your Facebook Page indicating that your page is not currently visible to users. The daily spend limit represents the most that our system will ever allow you to spend in one day. Our system will never charge you more than the total of the daily budgets that you have set for your active campaigns.

If you'd like to see what we recommend you bid for each click (CPC) or thousand impressions (CPM), just enter your targeting criteria and go through to Step 4 of ad creation (you won't have to enter any payment information until the next step, so you can do this without purchasing an ad).
