Such an unfortunate thing to happen.
Except that article is poorly written. The writer should do some researching before writing this piece. The money is given to show respect to the brides parents. In all respect, it's very disheartening to learn that such a thing happened to a young girl, but the writer has definitely conveyed a 'savage' aura on the Hmong community in writing this piece as is.

OMG you guys are SOOOO inauthentically asian! "dumpling" is a european word and concept! there's no umbrella chinese term for what you're referring to as "dumpling," which includes gao ji, siu mai, won ton, etc., each of which is wrapped in a somewhat different wrapper, in a somewhat different shape and configuration. what makes bao ji bao ji is ... See Morenot the wrapper, but the configuration of the wrap: round, domed, and closed in pleats at the top. so obvy siu lung bao are bao, just as cha siu bao are also bao, even though they're wrapped in bread rather than pasta.
