A new law went into effect on Sunday that will be a step forward in adding further legitimacy to builders and contractors who play by the rules. As of November 1st, it's Oklahoma State Law that all builders must provide proof of in-force Workers Comp and General Liability insurance before being granted a permit. It's a good law, if the cities can figure out how to set their fee schedules. That seems to be the one point of contention up here, but the City Commission finally came up with a workable schedule yesterday -- low enough the first year to really encourage compliance, bumped up at the end of the fiscal year to discourage fly-by-nighters from descending on us.

To continue -- the city will become a certificate holder on the insurance policies when a builder's certificate is issued. If the policy lapses (as it will with the fly-by-nighters), the city can issue a stop-work order on any permitted project the builder is working on. I think that puts some teeth in it. Other cities are checking the insurance each time a permit is issued.
