So basically, a very DIY business that has a fan page or profile page can no longer use the platform to its fullest extent without talking with a Facebook account executive? This policy is going to crush a lot of user momentum and is inherently poorly worded at the moment.

Where's the user input? I agree with Patrick and Aedan. This is a bad deal that ignores the needs of all but the largest users. It's overly restrictive and definitely prohibits many legitimate uses. For example, many small pages like to giveaway things to fans. Should they really have to ask for approval a week in advance *AND* require users to go through a separate application just to be able to give a $5 dollar gift certificate or free book as a thank-you to a fan? Please rethink.

This looks more like Facebook Marketing blocks vs solutions.. I understand the legal issues here, but you could your Terms & Conditions to indemnify you on any legal issues pertaining to giveaways. I think this is a miss.

I love the irony that a post by the Facebook Marketing Department includes a link that isn't clickable. Lead by example?

I think the new rules are also poorly worded and need some more expanding and explaining. We aren't all lawyers here. I think if it you don't try to reach out and help your user base (especially the small business guys) better understand this all, you are in essence just driving us all to Twitter. I'm sure you don't want that!
