I've worked several cases over the last year where the SAO just couldn't wait to press forward with charges. I'm happy to say that each matter was resolved for the Defendant, but not without much stress and cost to them. Some in the SAO seem to only want a "win" in their statistics no matter what the merit of the case truly is.
