A small nuke (couple hundred pounds/10KT yield/book box sized) is NOT a terribly big deal (damage terms only) on a national or even metropolitan level, except as a precursor to a BIG nuke (few tons / 150+ KT / Wardrobe sized) AND to those nearby. ANFO can do a reasonable job if only a big bang (building/block level) is desired. IEDs also can generate local excitement when well targeted.
Thirdly what is the delivery capacity of the mechanisms discussed above. Even small weapons are not particularly stealthy, shielding is really heavy and complicates delivery.
Tactical nukes have been around for decades, no change in the nuclear calculus with regard to China / Russia is required. Mutually Assured Retaliation in kind is not time sensitive, it just has to happen. Next week, next month, or next year is fine.
