We already know that state governments are struggling with balancing budgets that seem to be overwhelmed with a declining tax base due to high unemployment. So how are state legislators and governors responding? They are increasing taxes. Now, I know this is not a popular notion. Typically, these taxes are disguised as increased "fees." Here in California, however, the state will be borrowing tax revenue from those of us who work, via an increase in state deductions from our paychecks.
