Man charged for threatening wife with axe and blowtorch

On Monday September 17th Minneapolis Police officers responded to a residence on 30th Avenue South on a domestic assault with weapons call.  On arriving officers found the suspect, the victim’s husband, nearby in possession of a blowtorch.  After a struggle with officers he was arrested for domestic assault.


The victim told officers she began divorce proceedings against her husband that day and when she got home she found her husband on the porch holding a double-bladed axe wanting to “talk” with her.  After getting her children into the home she attempted to talk to the suspect who then produced a blow torch, lit it, and chased the victim around the home.  The victim was able to escape with the children to a parked car.


This case was assigned to Sergeant Michael Chiappetta of the Minneapolis Police Department’s Domestic Assault Unit.  Following his investigation the case was forwarded to the Hennepin County Attorney’s Office for consideration of charging.  As a result the Hennepin County Attorney’s Office charged the defendant, Richard Scott Armstrong, age 40, of Minneapolis with:

  • Terroristic Threats (Felony) §609.713, Subd. 1


The defendant is currently being held in the Hennepin County Jail.
