Many public services offered are not actually gov't owned.. Many services are contracted out.. And so there are private contractors who bid on service contracts and perform duties in the name of the city but yet lack the power as gov't officials.. And these people do unionize since they are not official.. Also these services are offered to the lowest bidder and usually the contract holder reaps the highest salary while hiring employees who work for far less..

When they work for me Erik. Do you not find this outrageous?

The government produces NOTHING. With the notable exception of the Military and NASA, and even these have a low output to input. But I do love airplanes,computers, microwave ovens, and tang.
