Many public services offered are not actually gov't owned.. Many services are contracted out.. And so there are private contractors who bid on service contracts and perform duties in the name of the city but yet lack the power as gov't officials.. And these people do unionize since they are not official.. Also these services are offered to the lowest bidder and usually the contract holder reaps the highest salary while hiring employees who work for far less..

So there was a big problem with current model of the way things are done.. Many companies tried to decentralize authority to and it patched things up temporarily but then problems ensued in which separate divisions were stepping on each others toes since they lacked an overview of the entire operation.. So if the US wants to sustain such growth in the future there needs to be a better system in place to manage the growth on an electronic level or software level designed for CEO's and upper management..
