I think we need to be sanguine about the possibility of doing so. What we have in congregations is a 1400+ year history of being a public format of Christian community that had essentially "outsourced" the creation of accountable disciples to two other structures-- preparation for ordained ministry and monasteries.

The Wesleys seemed to ... Read Moreunderstand (or at least learn) that trying to address disciple formation and deployment directly through congregations was a non-starter. The Methodist Societies were not congregations and didn't try to be. And they weren't "inclusive" in membership, though they were very inclusive in invitation. To become a Methodist meant submitting to Methodist discipline-- the General Rules-- and if you didn't do that, you either weren't admitted, or if you quit doing that after admission and with serious effort to get you back on track, you were removed from membership. Those are realities that congregations then and now would have a hard time reproducing. I would argue that most shouldn't try.

So what is possible is less, I think, a direct change in the core culture of congregations (unless you're starting from scratch-- and even then the 1400 year historical practice will probably trump real discipleship formation in the congregational form in a generation or two), and more a reclamation of connections between congregations and other formats of Christian community that CAN and really WANT to live out the baptismal vows and the General Rules accountably. That won't be everyone in the congregation-- and that's fine-- but it may end up being a far greater proportion of folks than can currently do this within the more inclusive and less demanding structures and culture of typical congregational life.
