They create their own revenue, and the history of the income tax provides ample evidence that cuts in marginal tax rates result in two consequences: (1) tax revenues grow in the aggregate exponentially and (2) the share of the burden borne by the "rich" increases exponentially - two results you'd think that ... See Moreliberals and Democrats would favor. They do not because the federal tax system as understood by them is an implement of power, plain and simple. Eventually, Americans are going to understand that Coolidge, Kennedy, and Reagan were right, and they are going to scream for reductions in marginal income tax rates.
