New Project Excites Students With Trip To Washington DC, NY, and LA

On March 17, 2009, CECI commenced "The Ambassadors' Project" in Israel. Present at this event were: Minister of Education - Professor Yuli Tamir, Chairman of the Strauss Group - Michael Strauss, Former MK -Yoash Tsiddon-Chatto, Former MK - Eliezer (Chita) Cohen, Advisor for the Minister of Defense - Uri Lubrani, Dean of Tel Aviv University - Professor David Menashri, and other prominent members of academia, the Ministry of Education and CECI Board Members.

In this project, high-profile government officials, business, and civic leaders visit 11th grade high school students nationwide and give presentations about the government's stability challenges and the electoral system. This program has been created through a partnership with the Ministry of Education in Israel. Within the framework of civic education, every class participates in a mock-up government exercise, and students are required to propose alternatives aimed at addressing the challenges of the current electoral system and government instability.

The top 6 proposals from the schools involved will garner the winning students an educational trip to the United States to meet with elected officials and get acquainted with the American Presidential system. This competition will award students with visits to Washington DC, New York, and Los Angeles to witness various forms of American democracy in progress. We expect the visit to take place by the first quarter of 2010.

CECI is committed to helping create strong, effective leaders for future generations and the success of the Ambassadors' Project will help propel us forward on that journey.

Kindest regards,

Izak Parviz Nazarian

Demands for Public Pressure Necessary for Electoral Change

Dear Friends of CECI,

On the brink of the government handover in Israel, the Cabinet Secretary Oved Yehezkel made a serious indictment against the current government system in Israel.

At a conference at the Interdisciplinary Center (IDC) Herzliya, Mr. Yehezkel stated, "Today, Israel does not possess an effective government system, and this is the time to say it......The internal problems are just as dangerous as the external challenges threatening Israel." According to Mr. Yehezkel, Israel must create a public opinion that demands change, so that the public realizes that Israel's lack of ability to govern effectively has dire consequences.

CECI has launched a campaign in Israel to create public pressure to change the government system. As Mr. Yehezkel and other politicians have stated, the current system is a real threat to Israel's wellbeing, and changing the government system should be a top priority.

BREAKING NEWS!

CECI Achieves a Milestone
Knesset Approves an Important Recommendation of the President's Commission

Dear Friends of CECI,

Just hours past midnight, after a long night of discussions, Israel's Knesset approved a new law mandating the government budget be created every two years, replacing the previous law mandating a new budget every year. This change was recommended by "The President of Israel's Commission for the Examination of the Structure of Governance in Israel", headed by Professor Menachem Magidor, spearheaded by CECI. The Knesset also approved a law extending the allotted time period to approve a new budget after the establishment of a new government, from 45 days to 106 days. In the past, if the budget did not pass within 45 days, the government would collapse and new elections had to take place.

CECI applauds these changes. The Knesset has never voted on a two-year budget before, but now Israel has shown its increased commitment to finding solutions to the issues plaguing its government. The new laws created last night are significant, moving the Israeli government one step closer to its goal of achieving stability.

Below, please find a link to The Presidents' Commission report. Pages 8 and 24 refer to the recommendation to switch to a Biennial budget.
