The series “Kapuscinski Lectures”, and named for Ryszard Kapuscinski, a Polish reporter and writer who covered developing countries.

Experts from around the world will deliver lectures on development and development cooperation at universities in 12 new European Union countries. The series “Kapuscinski Lectures”, and named for Ryszard Kapuscinski, a Polish reporter and writer who covered developing countries.


The lecture entitled "Development Policy towards 2030 – Europe's role" will be held at 14:00 on 19 October at the Isaiah Berlin auditorium, Faculty of Social Sciences (University of Latvia), Lomonosova street 1 A, Riga LV-1019.

Director

Professor Dr. Dirk Messner is a political scientist and development economist. Currently, he is the director of the German development Institute (Bonn, Germany), and he holds the position of professor for political science at the University of Duisburg-Essen. Professor Messner also is Vice-Chair of the German Advisory Council on Global Change (WBGU). During his extensive academic and professional career professor Messner has worked as a Research Fellow at the German Development Institute (1989-1995). He was an Academic Director at the Institute for Development and Peace at the University of Duisburg (1995-2002). Professor Messner held the position of Professor for International Political Economy at the Ludwig-Maximillians-University of Munich (2003). He is also teaching in different universities around the world, mostly in Europe and Latin America.

His areas of specialization include: globalization and global governance; global environmental change/climate change and impacts on international development; world economy, international and systemic competitiveness, development in Latin America and Asia; state and development; governance theories, network theories; development policy; China and India as drivers of global change. Currently, professor Messner is involved in several research activities. He is the director of the international research programme “The Asian Drivers of Global Change – China and India as Emerging Actors of Global Governance”. This is a joint research programme with participants from United Kingdom (Institute of Development Studies, Brighton), China (CASS/Institute of World Economics and Politics, Beijing), and India (Research System for the Developing Countries, New Delhi). Professor Messner is also the coordinator of the research programme “Transformation towards global low carbon economy. Challenges for developing countries” (German Advisory Council on Global Change).

Professor Messner is author of several monographs. Most notable among these are “Solving the climate dilemma” (2009), “The Asian Drivers of Global Change. Aspects on the Developing world” (with Raphael Kaplinsky, 2008) “Global Environmental Change as a Threat for International Security” (2008), “Global Climate Change and the Future of the Oceans” (German Advisory Board on Global Change, 2006), “Global Trends 2007: Facts – Analyses – Scenarios” (with Ingomar Hauchler and Franz Nuscheler, 2003)“Governance Reform of the Bretton Woods Institutions and the UN Development System” (with Simon Maxwell and Franz Nuscheler, 2005), “Development Policy: Emerging Challenges” (with Imme Scholz, 2005), “Global Trends 2004: Facts – Analyses – Scenarios” (with Ingomar Hauchler and Franz Nuscheler, 2003), “The Concept of the World Economic Triangle.
