At first, I wanted to get all up in arms about this. It seems like the school system doesn't want to offer virtual classes to students who are not enrolled in the system out of... out of... spite? I couldn't come up with a clear reason from the article. The reasons the article gave are light -obstacles that just make virtual teachers hungry. We, after all, eat obstacles for breakfast. For example:

"providing the classes to students who are not enrolled in the system would raise a question of accountability — how would the visiting students’ grades be reported?"
Is this really a big enough problem to necessitate freezing these kids out of an opportunity with NCVPS? It sure doesn't feel like a big problem to me. We can probably come up with several solutions for this over lunch.

The article earlier states that NCVPS is free for students in NC. The cost here isn't involved in NCVPS services. Supporting these students at the LEA level might require one DLA and a computer lab for EOC's, but the cost is pretty small, overall, as I understand it. I don't even think there are any classes still using text books with NCVPS.

Let's take a look at the other side. We are talking about students who are home schooled. The elephant in the room here for me is the quality and consistency of home schooling. It's inconsistent at best, and NCVPS fits like a glove for this small percentage of NC's students. NCVPS will allow for whatever special circumstances these kids are living with that require them to be home schooled, and it will also provide a consistent, high quality education for them... for free.

Can we get the thoughts of Craven County Board members or explain from their perspective here a little better why they wouldn't want to allow home schooled students the opportunities an improved education provides?

What would happen if students in the county enrolled in the school and then insisted on taking all online courses from home? Already, "the high school students take the classes on their own time with support from the system." I wonder what the policy is regarding students choosing to take online courses... is there a cap? Does the Leandro case come into play here?

What does the LEA gain by passing this policy? Is there a funding situation that the general public isn't seeing that might be tripping up the LEA?

They can't be making this decision out of spite; my faith in education and educators is telling me that there must be another reason I'm not seeing.
