The Virginia institute for Public Policy published a white paper called "The Prognosis for National Health Insturance: A Virginia Perspective." In it, among other ideas, Dr. Arthur Laffer recommends allowing the interstate purchase of insurance, reallocating the majority of Medicaid spending into simple voucher for low...-income individuals to purchase their own insurance, eliminate scope of practice laws to allow non-physician health care professionals to practice, and reform tort liability laws. This year in VA we will be considering the medical malpractice cap. This white paper appears to make a good case for keeping the cap the same. It also recommends a reduction in the number of mandated benefits that insurers are required to cover.
