Okay, now it makes sense why they are trying to propose a 'fully contained community', it allows them to develop OUTSIDE designated urban growth areas ! As stated in the above WA Law:
A county required or choosing to plan under RCW 36.70A.040 may establish a process as part of its urban growth areas, that are designated under RCW 36.70A.110, for reviewing proposals to authorize new fully contained communities located outside of the initially designated urban growth areas.

I love the Teanaway too. I remember taking my kids to slippery rock and watching them slide along on the natural sandstone "slide" that is part of the river. I also love the native flowers that bloom in the spring and summer. I have hiked in the Teanaway high country and have seen alpine lakes and forest, and I have also seen picas and marmots (... See Morecute!). Being in the Teanaway valley makes me feel grounded and peaceful. I feel lucky that there is a place that I can go, that is so beautiful and peaceful. Lets protect the Teanaway, which gives so much to others. - Hilary
