The Center for Community Solutions Explore the challenges and opportunities facing the health and social services delivery system in the light of Cuyahoga County government reform.

On November 3, voters approved the restructuring of Cuyahoga County government, replacing the three elected commissioners with a single elected executive and an 11-member council. All other county officials who are currently elected will be appointed by the executive with approval by the council, except the prosecutor, who will continue to be elected. Now it is time for the community to work together to ensure that the coming reform has a true, positive impact on the delivery of health and social services for Cuyahoga County residents.

The Center for Community Solutions has a long history of working with county government on improving health and social conditions in Cuyahoga County—from welfare reform to juvenile justice improvement to the passage of human services levies that fund vital services. The Maxine Goodman Levin College of Urban Affairs at Cleveland State University has done extensive work on county government reform for over a decade. The two organizations are partners in presenting this forum and look forward to helping the community move forward.

The Center for Community Solutions The first half (8:45-10:15 a.m.) of this year’s program will help level the playing field so that nonprofit executives and staff can effectively work with reporters and editors who have had years--maybe decades--of training and experience on finding and reporting the news. Discover how reporters work, and how they appr...oach stories and put them together for the front page of the newspaper or the top of the 6 p.m. news. Learn from communications guru Bruce Hennes, who likes to say, "If I get you ready to handle bad news stories, you'll be able to handle good news stories with ease."

The program’s second half (10:30 a.m.-Noon) will be a panel discussion including media representatives (to date): Michael Bennett, Cleveland Jewish News; Margaret Bernstein, The Plain Dealer; Moreen Bailey Frater, WEWS Channel 5; Jim McIntyre, WDOK; and Eric Wellman, WCPN 90.3/ideastream.

Cost of the program is $50. Refunds for registration, less a $12.50 (25%) cancellation processing fee, will be granted to written requests received by November 25, 2009. Cancellations received after November 25, 2009, will not receive a refund, nor will refunds be made available for no-shows. No-shows will be billed the entire registration fee for the program. The Center for Community Solutions Over the next several months, The Center for Community Solutions will hold a series of workshops around Ohio to provide a technical perspective on state budget and revenue issues. The initial workshops will be held in the eight major urban areas of Ohio and in Athens. After the first of the year, the program will be ...extended to all of the 80 remaining counties.

The workshops will take a look back at the SFY 2010-2011 budget and identify systems that are most under stress as a result of decisions made during the process. However, more important will be the presentations on maintaining human service and education spending in a recession, the results of tax reform (2005) and its effect on revenues, revenue increases from fees and gambling, and the long-term structural deficit and reliance on one-time revenues and their impact on the SFY 2012-2013 state budget.

From these presentations, tough decisions facing Ohio decision makers will be identified. Participants also will be given training in strategic advocacy to affect these decisions. Health and social service providers and advocates, public policy directors, funders, county employees, public officials, and anyone desiring a better understanding of the state budget are invited and encouraged to attend. There is no charge for the workshops. They are supported by funders of Community Solutions and local partnerships.
