              David, I think you have the wrong bill. The Water Resources Development Act funds most of the the project work done by the Army Corps of Engineers. Building locks and damns and dredging the Duluth Harbor is not a federal land grab.

              Right-w...ing property rights groups have called the America's Commitment to Clean Water Act "the biggest land grab in history." That is actually a logically flawed argument, here's why: Two Supreme Court Rulings pulled back the jurisdiction the Clean Water Act had been operating under since it passed. Oberstar's bill simply restores that jurisdiction.

              Jurisdiction does not mean regulation. Cops have jurisdiction over every car on the road, but they can only pull you over if they have probable cause and they cant cite you unless you break the law. The Clean Water Act can only regulate point source pollution, it has no authority to regulate water.

              The old Arrowhead Refinery Super Fund Site in Hermantown, is a good example of why this law is needed. Arrowhead dumped toxic sludge into an isolated wetland that was not connected to a "navigable water" for decades. It cost tens of millions to clean it up. The Clean Water Act made that kind of dumping against federal law, but the Supreme Court has now taken away the jurisdiction of the federal government to regulate dumping into isolated wetlands. It won't happen here because Minnesota has laws that prohibit such dumping, but 20 other states do not. In those states it's perfectly legal for a company to dump any pollutant into an "non-navigable" water.

              What about the property rights of the people who have their water table contaminated by that kind of dumping? Or the property rights of people who have flooding on their property because their neighbor filled in a wetland?

              I covered Oberstar as a reporter for eight years before I went to work for him. Environmentalists beat him up because he supports mining,timber harvesting and other job-generating activities. Then he raises the ire of industry groups for forcing them to operate in an environmentally responsible manner. The guy honestly tries to balance the issues and support the best policy for his district and the nation.

              Mandy, a good example of rural roads not being addressed is Highway 8 in Chisago County. For years it was one of the dangerous roads in Minnesota, but MN/Dot wouldn't address it. Oberstar stepped in earmarked over $20 million to make the ...road safer. When it comes to allocating transportation money, the populated Metro area usually takes priority. In addition to getting the state a 46 percent increase in federal highway funding in the last surface transportation bill, Jim was able to secure over $100 million for high priority projects requested by 8th District communities. He will only act on those requests if MN/Dot has been unresponsive to the requests of those communities.

              I wish roads and bridges would take care of themselves, but they don't.

            • Peggy Erickson I was born out of state and my profile reflects that. But I have lived in MN since my early teens and that surely qualifies me to have an opinion. For the last year and a half, I have been reading the bills coming our of Congress. All too often, members of Congress are not well informed on what is in those bills and the arguments they use are in error. I would urge everyone to take the time to read the bills and be informed. Then we could perhaps have a productive discussion.

              I think my biggest concern is the November election and keeping our majority in the House and Senate. Everything is finally starting to turn around in favor of the majority of American families. Because I live on Veteran Disability, I was o...ne of the first to feel the squeeze, and will be one of the last to feel any relief. Even still, I am overjoyed that the train (GOV) did not run off the tracks, and is now picking up speed due to the reforms enacted in the last two years.

              We have to keep this train rolling toward a brighter tomorrow!

              As an aside, a very pressing concern of mine is the price of heating fuel. Is there any way we can ensure that heating fuel won't be sky high this winter? Maybe we could make a deal with North Dakota to try and keep fuel costs low for those who do not qualify for fuel assistance, but yet can not afford to heat their homes this winter?

            • Wayne Halverson I thank you , I have been riding the Paul Bunyan bicycle trail this summer for the first time, lts full of people on it biking, walking an roller blading. I hope to cover the trail this summer, I have been going in 10 mile [20 mile RT] rides, I am starting at pine river on my next leg. I say make it mandatory to put in bike riding area on new highway construction or resurfasing projects.

              My wife lost her job 1 yr ago she has a mutitude of things going for her and against her. The things against include seizure disorder and when she tells the new propsective employer it seems to shut down t...he Interviewe process right then and there.
              She has had schooling in tech school and is now taking this time to get a AA degree in Buissnes management, she will be doing her second year here shortly.without her benifits we would not make it at all and with the extensions we are able to keep up somewhat. So I will back up your statement 100%, I am living it.
              I have to use unemployment from time to time as my employer cuts hours as production demands are lower at times so we are laid of intermitenly.
