This is a very important aspect of accessible parking ~ the fact that countless folks don't realize or care that the legal standard of using the placard is ONLY if the person with a disability is in the car ... how many folks have confiscated "grandma's" hang tag and then sprinted from the parking spot into the store?

I'm pretty sure that Massachusetts (? a local state) already does include the photo but their style is more like a dashboard permit rather than the hang tag model ...
