John Downey Councilman Besse. I know you take pride in not having voted for tax increases in Winston-Salem. I admire much of your platform, including, in general, this stance. But I just hope you do not remain wedded to the position if we find the city needing additional revenue in the coming years. I believe in low taxes, but not... in low taxes at all costs. A city that wants to remain progressive must makes sure it has the means to realize that progressive vision.
