Correct me if am mistaken but doesnt your budget plan require a constitutional amendment, which would have to pass the general assembly and be voted on by the public??? Which would mean at least two years into your term before it can be placed on the ballot for the public to vote on, or a special election which would cost additional taxpayer dollars. Not trying to be ignorant, just trying to understand.
