Michele, after reading the article, I have similar misgivings. Until it has been officially discontinued, the SPP is still legally still in effect, and could be trotted out any time the Free Traders feel they have an edge. What's missing is its public profile, which its supporters wanted to keep low in the first place. If the SPP is truly null and void, we now have to ask what is replacing it that has made it suddenly irrelevant.
