We are Futureproof, formerly the Alliance Against Urban 4x4s, supported Ken Livingstone's proposed changes to the C Charge, which would have done exactly what this campaign wants - getting rid of the alternative fuels discount and instead apply discounts based on the CO2 emissions only. We proposed that the ceiling be ...set at cars under 120 gm CO2/km, though with the recent technological improvements you could argue for all cars under 100gmCO2/km.
It never made any sense to us that a Lexus Hybrid 4x4 should get a discount, whereas small and efficient cars still paid.

There is one problem in allowing small cars that are diesel for free however - our city has a big problem with air quality, and diesel cars and lorries are the main culprits, emitting high amounts of PM10 and NOx; obviously cars with a larger engine size emit more pollutants. Allowing the small diesel cars could put London in even more jeapordy with the EU as it already violates the WHO limits on PM10 concentrations.

Fair point about diesels, but the latest Euro V standards are much, much better in this regard. Some of the latest cars claim zero particulates.

Of course there is then an issue of 'equality' in another sense- if you can afford a new car you are often wealthy enough to afford the £8 charge (bit of a generalisation I admit)

Emissions Equality The lobbying continues, but in a different way now. Now The mayor has agreed to review the exemption for hybrid and alternative fuels, it's a question of trying to ensure we get the right outcome. Please write to The Mayor, c/o City Hall and make your views known.

Following its challenge to The Mayor of London, Volvo Car UK has been successful in its bid to review the current Congestion Charge alternative fuel exemption that, Volvo believes, unfairly biases hybrid cars over other low-emitting vehicles.

Good idea Robin - at least then drivers would know which banding they were in. One things we're clear about is that, whatever the outcome, it must be understandable by the man in the street.
