Twitter - majority of the profiles are public and searchable from engines like Google, Bing, Yahoo, Exalead, etc. (involves incorporating operators like site:, or linkdomain:)

Job openings can also be posted to Twitter for free.

Don't get me wrong -Facebook is extremely useful - recruiters need to lean more on their network and creativity and search within the site as opposed to using Google, Yahoo or Exalead to necessarily yield the best results. It certainly has user volume in its favor.

You should use both... create your Recruiting "fan" page in facebook and promote it in Twitter... you can not blast e-mail Facebook unless you are Zuckerberg.

Exactly, twitter is only good for following famous brands, goods, etc. You wait until they make a comment dumb enough to read. Ask yourself: what do you check first, twitter or facebook.
